A survey carried out at the request of the St. Paul Association of Commerce. After visiting more than 5,000 dwellings, Wilder researchers concluded that housing conditions were "a menace to the health, safety and privacy of thousands of St. Paul people." The findings from the report led to the enactment of the first St. Paul housing ordinance in March, 1918.

Judge John Day Smith, who first stirred public sentiment to the necessity of a home for boys, was assigned to the Juvenile Court work, which also included the location and equipment of the home. Ninety-two acres of land were bought, and a ten-room farm house, barns and outbuildings were soon remodeled, made modern and ready for occupancy in February, 1909, when the first boys arrived.
