- The State Highway Commission of Minnesota was organized January 12th, 1906, under the provisions of chapter 163, General Laws of 1905. The first annual report contains a report on highway commissions of the states of New York, New Jersey, Connecticut and Massachusetts; a report of the state engineer George W. Cooley for the year ending December 1, 1906 (statistics and general information; Experimental Road No.1, locally known as the State Farm Road); pictures showing the evolution of a mud road by the use of the common drag - Blue Earth County; appendixes (State Highway Commission Circular no. 1); index; and a map showing location of proposed State Roads as provided for by the Resolutions of County Boards. Report shows structure of mutual benefit association, income, disbursements and membership. The Influenza epidemic affected the association and an additional assessment of one month's dues was required from members for additional expenses. There was a $10,101.13 deficit at the end of January 1919. The biggest increase in expenses was for death payouts, going from $6699.50 in 1917 to $11900 in 1918. Twenty-eight deaths were listed for 1918 as opposed to 13 in 1917.

The larger membership numbered called for more home visitors, the department increased its staff from one (in 1918) to three in 1921. There were 387 homes visited in 1918 and 943 homes visited in 1921.
