Heladio "Lalo" Zavala was born in Asherton, Texas. Zavala decided to move to Minnesota to attend Moorhead State College and studied social work and Spanish. He became involved with the Latino community by becoming the chairman of Migrant Health Services, executive director of the Minnesota Migrant Council, and CEO of Midwest Association of Farmworker Organizations.
